"A records clerk begins receiving paperwork from filing systems that do not officially exist. When a woman walks in to dispute her own death certificate, he is pulled into the hidden bureaucracy managing reality after the Arrival."

The World

After the Arrival — an event that is described differently in every official document and consistently redacted in unofficial ones — the Department of Continuity was established to manage identity, death records, and the paperwork associated with things that should not be possible but are being processed anyway. Most of its staff do not know what the department actually does. Elias Mercer is beginning to suspect he is one of the ones who is about to find out.

When a woman walks into his office at the forgotten county annex to dispute her own death certificate, Elias is pulled into the hidden bureaucratic layer beneath the visible one — continuity appeals, impossible property records, and a filing system that has been quietly managing something for forty years that no one has named in writing.

The paperwork is always right. Even when it shouldn't be.
